How to control Z-wave device via X10 command

After 20 odd years using X10, I am finally moving some devices to Z-wave. However, since I will still keep some X10 modules, I'd like to be able to get my X10 remote controls to also operate Z-wave devices. I have got this to work, somewhat clumsily, with events that trap an X10 command and then send the required Z-wave command to the device I want to control. This is not very elegant, and also implies that I need to create two events per device, to trap both "On" and "Off".

Looking at Device Management, I saw that I was able to allocate the old X10 address of say "I8" to the Z-wave root device and switch binary of the new Z-wave shutter switch. However, if I execute an "I8 On" from my X10 remote, no command is executed on the Z-wave which has I8 allocated.

Clearly (and not for the first time!) - I have not understood something. I hope my explanation is clear and thanks in advance for any help on resolving this.
