Z-Wave Action - Send All Lights Off

I have an event that sends the action: Z-Wave Actions > Send All Lights Off. All of the lights turn off, but the HS3 web interface still shows the lights as being on. Why is the web interfacing showing the devices as on after using the "All Lights Off" command?

Running HS3 3.0.0.297 on Windows 10 with the Z-Wave plugin 3.0.1.87.
