Consecutive Toggle Commands Not Responding

Seers,

I have a number of HSTouch buttons that toggle multiple Insteon devices, this technique has worked well for years. i.e. turn on a light on plus the controller button to stay synchronized. A single toggle works well. Today I noticed the first toggle command of two or more fails but the second works. I tried putting additional commands in between to slow down the input to HS3 which sporadically worked but this is not a long term solution. Any suggestions?
