X10 ERROR, w/CM11a, Guidance Appreciated!

Lately, I have been receiving X10 errors, usually after my nightly PC restart. I am running HS2 (TI103) & HS3 (CM11a) on the same Win 8.1 PC. The machine is restarted, because HS2 becomes unstable if I don't, every evening late and HS3 is then re-started via Task Scheduler about 2 or 3 minutes after HS2. Here is what the log looks like:

Then, from a repeating script I issue 4 CAPI X10 commands:

4/14/2016 11:59:40 PM,Device Control,Device: First Floor Foyer Night-Light to On (100) by/from: CAPI Control Handler
4/14/2016 11:59:40 PM,Device Control,Device: First Floor Kitchen Light-Cabinet-OH to Off (0) by/from: CAPI Control Handler
4/14/2016 11:59:40 PM,Device Control,Device: First Floor Front Porch Light-Porch-Switch to On (100) by/from: CAPI Control Handler

And immediately receive these 4 errors:

This error repeats for every X10 command issued, and they all fail. I can usually manually restart HS3 and all is fine.

Guidance would be appreciated on possible causes and/or how to further debug this error.
