Failed electric inspection for pool timer

So my town is really getting to me... you may or may not have seen the thread part in security cameras bout my inspector telling me I need a permit for CCTV..then when I go down there he says no i dont..

now we had a licensed electrician come out and wire up our new pool (above ground matrix 15'x30'x54") and asked if we would like a timer. My wife said no my husband will most likely automate it.. He said Ok...

so electrical inspector came out and failed it saying it is now CODE in our area for a timer.

so I have a few issues...
1. Niagra pools told me to run the pump on low as it is a high efficient model 24x7.
2. Adding a timer for "CODE" and not even using it really sucks....
3. Electrician wants more money than his normal charge... his line item for a timer is $150... but he said it will cost more as he has to take stuff apart..

WTF!!!! His normal rate was $895 to do the entire pool from panel to pool within 50'... then charged $6/ft after 50'.... my bill was $1350 so yes he made money not doing much by digging a trench and laying wire farther...to me that is pure money... so to grumble and complain that he needs to charge more seems absurd!!!!
