Insteon on at ramp rate not working

I tried to set an event to turn on a light at a specified ramp rate and it doesn't seem to be working. The device is a Dual-Band LampLinc fw43. Normal on and off commands work fine. The comm reliability is 96%
I tried various values to no avail. Does this particular device type not support that command?

I'm on homeseer 3.0.0.297 with plugin version 3.0.5.68
